Seen on Ebay, no information given; possibly a drummer rather than a pipe and tabor player pictured, but dancers often danced to the pipe and tabor throughout the ages.
This type of embroidery is carried out on double canvas so that small stitches go through every hole and the larger stitches are made over two holes. The thread is usually wool, as in this case, or in silks.
